Eligible applicants are domestic students enrolled in bachelor’s or junior college programs (including the first three years of five-year junior college programs) in both day and continuing education divisions, who are in their second year or above. This excludes extended-study students, graduate students (master’s and doctoral), and post-baccalaureate program students. Applicants must meet both financial disadvantage and academic excellence criteria.
(I) Financial Disadvantage
Category A: Students eligible for tuition and miscellaneous fee waivers (AY 2025–2026), including students from low-income or middle-to-low-income households, students with disabilities and children of persons with disabilities, children or grandchildren from families in special circumstances, and Indigenous students.
Category B: Students eligible for financial aid under the Higher Education Disadvantaged Student Assistance Program (AY 2025–2026), including those from families with an annual income below NT$900,000, those experiencing sudden family hardship verified by the university, or others recognized as financially disadvantaged by the university (supporting documents such as recommendation letters and proof of household income are required).
(II) Academic Excellence
Applicants must rank within the top 30% of their class in the 2024–2025 academic year, achieve a conduct grade of at least 80, and have no disciplinary records of demerits or warnings (inclusive).
※ Students already receiving government-funded scholarships or public sponsorship are not eligible for this scholarship.
※ If a recipient takes leave, withdraws, transfers, or receives disciplinary action (warning or above), the scholarship will be suspended from the following month after the occurrence.
※ Students receiving government financial aid or scholarships with service obligations are still eligible for this scholarship.
※ Funding for this scholarship is provided under the Ministry of Education’s pilot program for outstanding underprivileged students. Implementation is subject to adjustments based on subsidy conditions.
